Arrests Made in Link to Enormous Illegal Rubbish Dump
Two men have been taken into custody as a component of an inquiry into the illegal deposit of many thousands of tonnes of waste in a field in Oxfordshire, England.
Law enforcement indicated that a 69-year-old was detained at a residence in Andover, Hampshire, while a 54-year-old was taken into custody in Slough in connection with the massive heap of garbage deposited near Kidlington.
These detentions come after a prior revelation which exposed the operation of in excess of 500 illegal tips throughout England, including at least 11 so-called "super sites" bigger than 20,000 metric tons.
A representative for the regulatory authorities said that the arrests were for ecological and money laundering violations and represented a "vital step" in active probes. The apprehended men have been released on bail.
Size of the Situation
The dump in near Kidlington, located between the river Cherwell and the A34 highway, is estimated to contain about 21,000 metric tons of refuse in a pile which is up to 150m (490ft) in length and 6m (20ft) high.
This pile of rubbish is composed of what appears to be sorted household refuse, chopped up plastics, polystyrene, tyres and other domestic articles.
It represents just one of 517 unlawful tips in the country, at a minimum of 11 of which hold more than 20,000 tons of waste. Such sites encompass a 280,000-tonne location in the county of Cheshire, two 50,000-tonne areas in Lancashire and Cornwall and a 36,000-tonne dump in Kent.
The overall amount of such larger locations is probably to be greater, as the regulatory agency has in the past indicated it does not maintain information on tonnage for each unauthorized site.
A large proportion of sites are in agricultural settings, frequently out of sight, and on land that should be farm land.
Criminal Activity
Police say many are managed by criminal organizations, who are earning cash by demanding much less than lawful firms to accept and landfill rubbish.
Companies have to pay gate fees to use lawful landfill sites, contingent on the amount and nature of refuse they are trying to get rid of, and a disposal levy is also charged at just over £126 per metric ton.
Community Outrage
Preparation operations to clear the affected location began recently amid fears over the risk of fire and the impact that would have on the nearby highway.
A private waste clearance firm has been given the contract to handle the location over the following 12 months at a price of £9.6m.
An compliance official for the government environmental crime team stated that the agency would be seeking to recover the clearance costs under confiscation legislation from any individual ultimately convicted at the termination of its ongoing inquiry.
She added that this week's apprehensions would help "move the inquiry forward" and allow the agency to "follow more avenues to understand exactly what occurred and who was implicated".
"This illegal site at Kidlington was an appalling and calculated attack on our environment and we understand the public's anger at this horrific crime," she said.
A government minister welcomed the detentions, stating: "The unauthorized dumping of waste at Kidlington is appalling and has caused considerable damage to the environment and upset to the surrounding residents.
"Our government is pledged to eradicating this kind of illegal activity in the UK, by increasing funds to tackle environmental crime, employing more officers and introducing tougher checks and sanctions for those who break the regulations."
The apprehensions were carried out on the specified day by agents from a dedicated crime unit and come after an earlier detention of a 39-year-old from the Surrey area in November. He was released awaiting further investigations.
